Course Overview
The Certificate in Public Management is aimed at those interested in pursuing a career in the public service, or those who have been working for a while in the public service and wish to secure a formal qualification in that field. This programme brings together all the key management functions in helping learners to manage self, projects, people and finances.
The Certificate in Public Management is registered at NQF level 5 with 120 credits. It is a 12 month programme, comprising 4 compulsory modules and 1 elective modules.

Learners are expected to complete a total of 1200 notional hours within a period of 12 months.
The course is offered as a block release programme comprising of each module consistin of 2 to 4 days, self- study, assignment writing as well as examinations.
Each block/ module is run at intervals of approximately 4-6 weeks.

This qualification is accredited with the Council of Higher Education. Regenesys Management (Pty) Ltd. is registered as a private higher education institution by the Department of Education of the Republic of South Africa in terms of section 54(1)(c) of the Higher Education Act, 1997 (Act no. 101 of 1997), and Regulation 16(4)(a) of the Regulations for the Registration of Private Higher Education Institutions, 2002.

2. Project Management
Project management terminology, concepts, and context, aligning organisational, project, and individual goals, project team development,roles of the project leaders and team members, project management cycle, project identification and problem analysis, feasibility study, projectplanning, stakeholder participation, work-breakdown structure / operationalplanning, Scheduling and Gantt chart, resource and cost planning,introduction to the Logical Framework Approach, project monitoring and evaluation, tender and contract management, introduction to fundraising,writing project reports and proposals, project time management, delegationskills, project success and failure factors.
3. Financial Management for Managers
Public finance terminology, concepts, and definitions, public financemanagement problem analysis, budgeting: MTEF, incremental, zerobased,programme, and performance budgeting, cash flow management and variance analysis, success and failure factors.
4. Human Resource Management
Defining people management, success and failure factors of people management, problem analysis, human resources management model,strategic human resource management, overview of relevant legislation,managing different people, leadership, supervision, delegation and feedback, the role of organisational culture, effective performance appraisal process, motivation, the role of rewards, conflict management.

1. Performance Management
Performance Management has been developed in accordance with guidelines from the DPSA, and integrates performance managementwith strategic, HR, quality and financial management. Participants willgain the skills and knowledge: to develop, implement and improve the performance management system, to set performance goals and indicators,to conduct performance reviews and to address critical failurefactors of performance management.
2. Quality and Customer Relations Management
The Quality and Customer Relations Management course explores critical success and failure factors of quality improvement strategies in the public and development sector. This includes analysis on individual,team and organisational levels. Various quality management models are discussed and their relevance and application to public service environmentis examined. Application of information and communication technology in improving quality and customer relations management is explored.
3. Health System Management
The Health System Management course explores critical issues of healthsystem transformation. This includes the District Health System development and Hospital System transformation. The course reviews health policies as well as intergovernmental relationships and its implications for health services delivery.
