Course Overview
The Governance and Legislation Programme aims to develop the ability of the learner to conduct stakeholder consultation around municipal finance programmes, apply the principals of ethics in a municipal environment, apply the legislation governing the establishment and management of public entities, interpret SA legislation and policy affecting municipal financial management and discuss the selected legislative regulatory framework governing the public sector management and administration environment.

Learning Outcomes
The following learning outcomes should be achieved at the end of the course:
- Ability to demonstrate knowledge and insight into existing legislation, regulations and codes affecting the activities of municipalities in South Africa
- Ability to interpret the legislative requirements for cooperative government at local government level
- Ability to identify and describe relevant stakeholders and role players in a municipal environment
- Ability to apply the techniques of sound financial management in local government
- Ability to demonstrate an understanding of and interpret the South African constitution in relation to public sector financial management
Duration
Learners are expected to complete a total of 480 notional hours which will be made up of:
- 120 hours classroom-based
- 312 hours practical application and assignments
- 15 days contact time with participants
Entry Requirements
Learners should be in possession of a Further Education and Training Certificate;
Certification
A certificate of competence which is LGSETA accredited with the following NQF levels and credits will be awarded once the assignment has been completed successfully:
Unit Standards
- 116348: Conduct stakeholder consultation around municipal finance
- 116343: Apply the principles of ethics in a municipal environment
- 116344: Apply the inter-governmental Fiscal relations Act to municipal financial management
- 116361, (119334): Interpret South African legislation and policy affecting municipal financial management
